As part of a study funded by the Federal Ministry for the Environment, the idea of constructing pumped-storage plants largely underground—owing to their considerable land use and in order to achieve greater heads—was investigated at Technische Universität Clausthal, with the Energie-Forschungszentrum Niedersachsen (EFZN) as the executing body. The discussion conducted to date has shown that an economic assessment based on empirical market data is required in order to realise a pilot plant. Building on the investigations carried out so far, an estimate of the commercial feasibility of such a project was therefore prepared jointly with VW Kraftwerk and Harz Energie as a decision-making aid for the partners’ further involvement. The study concludes that, under current framework conditions, such storage investments are not economically viable. In the scenarios examined, only 9 to 50 % of the costs could be recovered.
Nevertheless, particularly in view of the macroeconomic aspects of a secure and reliable energy supply, it is necessary to develop this technology by means of an actual pilot plant. This requires:
- support for the technological transition with regard to the need for future storage energy systems to ensure grid stability
- review and adjustment of the market incentive structure
- integration of system stability aspects into the support mechanisms for renewable energies, promotion of new storage technologies and/or the creation of incentives for investment in already available storage technologies
- distribution of the technical and economic risks of new storage technologies between private investors and the public sector, so that plants which currently cannot be realised economically can be made available in good time
In the development of innovative large-scale energy storage, the energy state of Lower Saxony still holds a lead in knowledge in the field of underground pumped-storage plants, which should be further expanded at the technical level (construction of a pilot plant in the Harz region) and in the scientific field, not least through support from the state government.
