The study presents the general legal framework for battery storage and the specific legal framework for the use of battery storage in an Energy Storage Cloud. In this context, a large number of interconnected decentralised battery storage units are used (for a fee) by a large number of storage customers. From a legal perspective, the study examines, among other things, questions concerning the levies and charges imposed on electricity consumption when using third-party storage capacity, the admissibility under unbundling law of the operation and marketing of electricity storage facilities by (distribution) network operators—including the question of whether storage costs may be recovered through network charges—as well as the relationship between electricity storage and feed-in management under the EEG.
