The cause of the currently poor supply situation in most countries lies less in a lack of available freshwater resources than in the poor management of these natural reserves. This thesis is substantiated by an extensive descriptive study of the historical development of the water sectors in various countries, the corporate requirements for a sustainable water supply and the shifts in emphasis within development cooperation, as well as by the results of an international survey among executives of municipal water utilities. A further component is the frequently made observation that municipal clients prefer to work with local companies. This preference on the part of municipal clients also became apparent in the expert interviews. Various national and supranational measures (development cooperation) exist for remedying existing supply deficits, as does the option of temporary cooperation with private-sector companies. These approaches, however, lack an appropriate incentive structure to bring about an effective transfer of know-how or to ensure that the knowledge received is applied accordingly. In projects with private-sector companies there is, moreover, usually an incentive to limit the transfer in order to maintain the need for follow-up projects. As an alternative model, a new business model is therefore developed, based on the concept of business format franchising. The application of the business format franchising concept is intended to create financial incentives for the transfer of know-how and for the use of this knowledge by the recipient. Drawing on two projects in South Africa and Indonesia, the practical viability of the business model is examined and the project-specific need for further modifications/refinements is demonstrated.
