By taking out multi-peril crop insurance, farmers in some countries have the opportunity to protect themselves against price and yield risks and thus to stabilise their incomes in a WTO-compliant and production-neutral manner. Multi-peril crop insurance allows various crops to be insured against almost all natural hazards, such as drought, heavy precipitation and frost. In the case of multi-peril crop insurance, the state bears the underlying risk and reduces the premiums through government subsidies. At present, there is still no state-subsidised multi-peril crop insurance in Germany.
The aim of this study is to examine farmers’ risk behaviour and to determine how farmers in Germany would react to the introduction of multi-peril crop insurance. The key question here is what the purchase of multi-peril crop insurance depends on and whether farmers can be divided into groups with regard to their risk behaviour. In order to achieve this aim, the study is divided into three parts (Chapters 2 to 4). As a basis for the investigation carried out, Chapter 2 describes the risk situation in German agriculture. To this end, the concept of risk underlying this study is first defined and an overview of the various risks and risk management instruments is given. In addition, the reasons for the increasing vulnerability of farms to weather risks are explained. This is followed by a discussion of farmers’ risk behaviour. Chapter 2 concludes by presenting insurance as a means of risk reduction. Chapter 3 provides a detailed description of multi-peril crop insurance. After the foundations relating to risk behaviour and multi-peril crop insurance have been laid in Chapters 2 and 3, Chapter 4 explores German farmers’ attitudes towards multi-peril crop insurance in greater detail on the basis of a qualitative study.
