Despite their status as neutral states, Austria and Sweden participate in the European Security and Defence Policy. They take part in the EU’s joint crisis-response forces and in common armaments policy, and their political elites approved the far-reaching security policy requirements of the EU Constitution. Their citizens, by contrast, largely call for the continuation of neutrality — but can it still fulfil its earlier functions? Does Europeanisation mean militarisation for these states, or can only common answers be found in the face of current security threats?
