From a welfare perspective, a body of water must be preserved in the long term for alternative uses, i.e. anthropogenic pollutant discharges must be limited at least to a level within the regenerative capacity of the resource. The Water Framework Directive represents the first holistic environmental policy legal act at the European level that explicitly draws on economic principles, methods and instruments, thereby providing a possible basis for the implementation of permit trading systems in the water pollution control policy of the European Community. The study systematically determines the potential applications of transferable discharge permits in water quality management in running waters, with particular attention to unidirectional pollutant transport, the institutional framework for the use of permit trading systems in the European Community, as well as the particularities of the intergovernmental coordination process for introducing a permit trading system in a bilateral context.
