In hardly any other field does the problem of scarce resources give rise to such controversial debates within and across disciplines as in the case of health care. The permanent need for additional financial means constantly compels reforms which, although carried out almost regularly – at intervals of only a few years – are aimed above all at cost containment rather than at a sustainable restructuring of the system.

Without straying too far from the problems of the health care system that are relevant today and lapsing into purely visionary ideas, the present qualitative study seeks to build a bridge between the current issues of health care provision and the future studies already conducted, which are often very long-term in their orientation. In doing so, it addresses not only the classic services covered by statutory or private health insurance and their financing, but also assesses changes in individual demand and identifies trends.
