Energy contracting aims to improve energy efficiency along the energy conversion chain by means of an operator–user cooperation. The cooperation process is associated with uncertainty relating to future environmental conditions and to the behavioural characteristics of both contracting partners. Among the strategies for reducing uncertainty, a key role is played by the design of contracting agreements intended to provide both parties with incentives for cooperative behaviour. In addition to the risk attitudes of the contracting parties and the energy-saving behaviour of energy users, the design of energy contracting must also take into account the general conditions prevailing in the respective markets. These aspects constitute the basis of the investigation at the centre of this dissertation.
The author first develops a conceptual framework that allows the forms of contracting existing in practice to be delineated. She goes on to embed the contracting concept in the approaches of New Institutional Economics and applies the existing instruments to the problem of designing contracting relationships.
Based on an analysis of the factors influencing the contracting market in the EU countries examined, the author develops scenarios and derives recommendations for the design of energy contracting. She further presents the empirical study conducted in Germany and Poland on the relationship between energy users’ attitudes and their willingness to enter into contracting cooperations.
With her analysis of energy contracting in theory and practice, the author identifies novel design elements for this concept.
