As part of the joint project “e-home Energieprojekt 2020” of Avacon AG in cooperation with the Energie-Forschungszentrum Niedersachsen, the future requirements for low-voltage distribution grids are being investigated. Among other things, the component “on-load tap changing distribution transformer (rONT)” is examined with regard to voltage control in the low-voltage distribution grid and consequently to the reduction or avoidance of conventional grid expansion measures.
This paper first presents the fundamentals for understanding the function and benefits of on-load tap changing distribution transformers. Various control strategies as well as possible operating modes of on-load tap changing distribution transformers are introduced. In the subsequent technical investigation, the use of possible conventional grid expansion options in competition with on-load tap changing distribution transformers is analysed for both synthetic and real grid structures, and the results are categorised. Building on this, an economic assessment of the grid expansion measures by means of multi-criteria decision support is described. Since distribution system operators operate within a regulated monopoly, their investment decisions must be measured against the applicable incentive regulation ordinance. To this end, a legal analysis answers the question of the extent to which the costs of on-load tap changing distribution transformers can be recognised under incentive regulation.
