This book presents and analyses the new capital adequacy framework for banks, Basel II, its effects on banks, corporate finance and the capital markets, as well as its role in the financial crisis, the need for improvement that can be derived from it and the measures already taken concretely to that end.

The effects of Basel II on the banks themselves and their supply behaviour, on companies and corporate finance as well as on the capital markets are presented in detail. In this context, a model for quantifying the changes in credit terms brought about by Basel II is also developed. The insights gained are then used for an overall economic assessment of Basel II and, on the basis of a sample analysis, transferred quantitatively and qualitatively to the petroleum industry.

In a further step, the causes and emergence of the so-called subprime crisis, which developed via a financial crisis into an economic crisis, are presented. Weaknesses of Basel II that have become apparent are identified, and approaches to solutions for the targeted further development of banking regulation with Basel II towards a fundamentally further developed capital adequacy framework, Basel III, are developed and discussed. In doing so, the insights gained theoretically on Basel II are specifically contrasted with the developments that have occurred empirically.

In a final step, the essential measures already taken or concretely intended by the Basel Committee for the further development of banking regulation towards Basel III are set out, analysed and assessed. These include stress tests, additional requirements for banks’ capital, for ratings and the rating agencies, the introduction of a leverage ratio, the creation of capital buffers and the introduction of minimum standards for liquidity (Liquidity Coverage Ratio LCR and Net Stable Funding Ratio NSFR).
