There is no uniform definition of the term must-run in the literature. In this short study, must-run is defined as follows: Must-run, or conventional minimum generation, refers to the necessary capacity of conventional power plants in operation that is required at a given point in time for secure and stable grid operation. From a grid engineering perspective, this minimum generation is necessary in order to ensure system security. Tasks relating to system security comprise the ancillary services, which are currently provided largely by conventional power plants. A distinction is therefore drawn here between technically required must-run and operationally determined generation. The latter also includes, for example, process-related generation. Current studies indicate a minimum conventional generation of approximately 20–30 GW in Germany. These conventional minimum generators limit the scope for feed-in from renewable energy sources.
