Iranian Islamism is indeed a third form of totalitarian rule. Over the past four decades, hopes for the reformability of the political system have been dashed time and again. In fact, Iran today is stronger than ever before, and the Islamist system is developing into an ever greater challenge for Europe as well.

The analytical approach pursued here is a normative one. Cultural relativism is rejected. It is assumed that for 150 years the majority of Iranian society has been striving for a transformation of society and the state, both culturally and politically. The demonstrations following the disputed presidential election of June 2009 demonstrated two things: Iranian history does not end with the totalitarian claim of the Iranian Islamists that the political system of the absolute rule of the clergy is the end of history and even a model for the political systems of the world. Even if Iran’s rulers repeatedly admit that they have not yet realised the ideals of the Islamist utopia, it must be stated that the Islamist utopia is itself a totalitarian ideology.

It is assumed that a democratisation of Iran is not possible within the framework of the constitution of the “Islamic Republic of Iran”. In addition, new criteria for the new totalitarianism are defined, which make clear the kind of dictatorial rule under which Iranian society suffers.
