The 1st Hamburger Sicherheitsrechtstag on 16 October 2018 was held under the title “Strengthening internal security through new regulation of private security industry law? Requirements for a statutory basis from the perspective of the police, the security industry, chambers and academia”.

The conference was organised by the Forschungsstelle Europäisches und Deutsches Sicherheitsrecht (FEDS) of the Hochschule der Akademie der Polizei Hamburg together with the Bundesverband der Sicherheitswirtschaft (BDSW). The occasion was the new regulation of the private security industry announced in the coalition agreement of the Federal Government, an important interface topic between the state, the private sector, politics and academia.

What quality and reliability requirements should be placed on a private security industry from the perspective of the police? What need for regulation exists from the perspective of the security industry? What is the view of the chambers of industry and commerce and of academia? Renowned representatives from all the areas concerned examined this topic and these questions from the perspectives of legal policy, legal scholarship and practice. This volume of conference proceedings, containing the contributions, is intended to serve as a guide and a source of impetus for a new regulation of the subject matter.
