As part of the SINTEG project “enera”, the Institute of German and International Mining and Energy Law at TU Clausthal examined legal issues relating to congestion management in electricity grids. One focus was the introduction of a regional flexibility market for market-based congestion management. Within the framework of cost-based congestion management, feed-in management was examined with regard to financial compensation, the selection of the installations to be curtailed, and documentation obligations in the course of the ongoing digitalisation of grid operation. A further focus was on questions concerning Redispatch 2.0 and the combination of market-based and cost-based flexibility procurement in a hybrid model. Finally, the interaction of peak shaving as a grid planning instrument with feed-in management was analysed.
