Anthropogenic climate change constitutes a global challenge, as ecological, economic and social consequences are to be expected (and can in part already be observed). Strategies for mitigating climate change are being discussed at various political levels. In her doctoral thesis, Lioba Markl-Hummel pays particular attention to the municipal level, since municipalities are directly affected in many respects by the anticipated climate changes and since this is the level at which measures are concretely implemented. Municipalities have numerous options available to them for promoting climate protection. However, a limited budget, political priorities directed elsewhere, insufficient information and the like impede the successful implementation of climate protection strategies. This is demonstrated empirically in the present work, and options for removing these barriers are discussed. Using an interdisciplinary approach, the municipal decision-making context is examined and a standardised procedure for decision support is developed. Methods from the theory of multi-criteria decision support (Multi(ple) Attribute Decision Making, or MADM) are applied for this purpose. In order to classify the decision-making context, data on climate protection in municipalities in Baden-Württemberg were collected by means of a survey and a group discussion.
