This study examines the ability of storage technologies to contribute to maintaining system security. To this end, all fields of application relevant to system security, such as the provision of primary control reserve, are identified and described on the basis of both current and anticipated future requirements. In addition, a detailed technical characterisation of currently known storage technologies as well as of further flexibility options is provided. The spectrum ranges from high-power short-term storage systems, such as flywheel storage, to distinctly long-term storage options, such as chemical storage.

This approach allows storage technologies to be assigned to the previously identified fields of application and to be assessed in technical detail. This assessment also addresses the required communication and control equipment as well as grid-serving and non-grid-serving storage operation. Furthermore, it is discussed which energy industry actors should be responsible for operating storage facilities. Of decisive importance in this context are the unbundling requirements of the current legal framework, whose application to storage operation is discussed in detail.

In addition to the technical aspects, the economic potential of the technologies under investigation is also considered. Thus, the various revenue opportunities for storage facilities, including those on the balancing energy markets, are examined on the basis of current market data. Energy storage systems also constitute a means of maintaining system stability, which is why macroeconomic aspects are taken into account as well. The study further identifies currently existing barriers to investment in energy storage and derives recommendations for an adequate electricity market design. Accompanying this, corresponding support instruments are also discussed.
