This study traces the transition of the Protestant regional church (Landeskirche) in Württemberg from sovereign church governance to self-administration. The period under investigation is limited to the years 1918 to 1924. During this time the regional church’s constitutional framework was created, which, with comparatively minor corrections, remains in force to this day.
The transition from the summepiscopate to the self-administration of the regional church took place, on the one hand, on the legal basis of the ecclesiastical emergency law of 9 November 1918. On the other hand, owing to the particularly close connection with the state, it extended over a period of six years. The individual laws could only be drafted after approval by the state bodies and could only be brought into force in consultation with them. As a result, the constitution was built up from the top down. In order to highlight these dependencies and their consequences, the study also includes the genesis of the decisive laws at the Reich and state levels and their significance for the Württemberg regional church.
The overall aim of the study is to elaborate the ecclesiastical self-understanding that thereby found expression in the regional church’s constitutional framework and that continues to shape the Protestant regional church in Württemberg to this day.
