Municipal risk management enables a local authority to gain greater transparency regarding opportunities and risks in order to achieve its objectives more effectively and reliably. In implementing risk management, public administration faces the challenge of appropriately taking into account its particular framework conditions and operational characteristics.

This book examines the question of which factors account for the differing progress in implementing municipal risk management in Germany and Switzerland. To this end, criteria are derived from the literature, theoretical points of reference are presented, and the factors developed are examined qualitatively as well as tested quantitatively. As a result, ten factors were identified that significantly influence the stage of development of risk management implementation and contribute to a higher quality of risk management.
