This study examines how rational decision-making in transition countries can be catalysed by focusing on the international value chain to exploit synergy effects between companies and thereby reduce the transaction costs of investment decisions in energy-efficient technologies and processes for achieving emission reductions. The functioning of market mechanisms is analysed, with a focus on transition theory and the engineering sciences. Supply chain management, as an application-oriented empirical science explicitly geared towards value creation processes, is further developed with regard to strategic investment decisions in general and investments in energy efficiency measures in particular. By means of an empirically based case study, the findings derived are subjected to critical examination and it is illustrated by way of example how the decision model developed can be applied.
